Phil Coleman, Owner

Phil Coleman, Senior Consultant, founded Rising Sun Consulting Associates in 1986 and The National Psychiatric Billing Service in 1998. Prior work experience included health care management, hospital administration, and as a medical practice administrator.

Mr. Coleman is considered a national authority on behavioral health billing and reimbursement and management of the psychiatric and psychological practice. For the past 20 years he has consulted with psychiatrists, psychologists, clinics, hospitals, and mental health centers nationwide. He brings to every client a broad database of practice management, billing, and healthcare legal experience. He has extensive experience with computer systems and medical office management software applications.

Phil Coleman is a graduate of Milligan College . He is a long-term member of the Medical Group Managers Association (MGMA) and the American Management Association. Honors include "Who's Who in The South and Southwest" and numerous state and regional awards. He has lived "on the ocean" in Ft. Lauderdale , Florida for 15 years. When he is not on the road consulting, he may be found in the offices shared by Rising Sun Consulting and the National Psychiatric Billing Service.

J. Lawrence Hill, MD, Medical Director

J. Lawrence Hill, MD is a psychiatrist who is a graduate of Florida State University and who was awarded his medical degree from Tulane University School of Medicine, New Orleans, Louisiana.

After ten years in family medicine practice, he entered Louisiana State University for additional training in General Psychiatry and also completed a fellowship in Child Psychiatry. He holds certification from the American Board of Psychiatry and in Child and Adolescent Psychiatry. He also is certified by the American Board of Adolescent Psychiatry.

For the past thirty years Dr. J. Lawrence Hill has practiced psychiatry in the academic, public, and private sectors. He is presently a physician reviewer at the "appeals level" for several MCO's including the State of Mississippi Medicaid Program . He now resides in Ft. Lauderdale , Florida and serves as the Chief of Medical Consultation for Rising Sun Consulting Associates and the National Psychiatric Billing Service.

Janie Allen, Special Projects Coordinator

Janie Allen, who lives in Baton Rouge , Louisiana , is a well-seasoned medical office billing and reimbursement professional. She has been on the Rising Sun Consulting Team for ten years in various capacities. She primarily works on special projects for the National Psychiatric Billing Service.

She assists with new practice set-ups, accounts receivable projects, practice and clinic audits, and software training. She also is Billing Supervisor for Renal Associates in Baton Rouge , Louisiana.

Jeremy S. Edwards, Billing Service Manager

Jeremy Edwards, Billing Service Manager

Jeremy Edwards manages the National Psychiatric Billing Service where he has been employed since 1999. He has overall responsibility for billing service clients. He supervises the account representatives and is the main interface between the billing service and the client practices. He has become a specialist in Medicare and Medicaid claims processing and works with problem accounts.

Because of his knowledge of medical billing, reimbursement, documentation, and other compliance-related issues, he often works with Dr. Hill and Mr. Coleman performing audits and in making educational presentations.

He was born and raised in Michigan and has lived in Fort Lauderdale since 1995. He loves traveling and visiting with clients all over the country, enjoying the regional cultures.

Other interests include jogging on the beach in the morning, movies, and reading. He enjoys the Fort Lauderdale sunshine and the many entertainment, educational, and pleasurable activities available in South Florida

Larry Caldwell, Billing Service Account Supervisor

Born and raised in Baltimore , Maryland , Larry moved to Florida in 1990. He post-secondary education includes, Catonsville Community College , the University of Arkansas , and Loyola University . Prior to his current position, he held various managerial positions in both North Carolina and Florida .

When he’s not in the office, you will find him in the pool at the “Swimming Hall of Fame” or across the street at the beach.
